Crumbling Foundations Testing Reimbursement Program
Homeowners who are suffering from crumbling foundations or suspect they may have pyrrhotite in their foundations can get reimbursed for core testing or visual inspections of their foundations. Governor Malloy initiated this program using bond funding and is a grant program through the Department of Housing with the Capitol Region Council of Governments (CRCOG) as the administrator.

Program Eligibility
- Homeowners. In the case of Condos and Planned Unit Developments, the owner of the foundation. (Home buyers are eligible once they have purchased the property even if the inspection was conducted prior to the closing.)
- Homes built on or after 1983 or Additions built on or after 1983.
- Visual Inspection must be performed by a licensed professional engineer. Go to https://www.elicense.ct.gov/Lookup/LicenseLookup.aspx to check whether the engineer is licensed (the category is Professional Engineer and licenses begin with PE). Licensed Home Inspectors (HOI) are not licensed engineers. Please see Testing Guidelines regarding what the visual inspection should include. Core tests do not have the structural engineer requirement.
- The home or addition is within a 20 mile radius of J.J. Mottes Concrete Company in Stafford Springs or via a waiver for homes outside the 20 mile radius.
